Micro Focus Cobol Compile problem

When we issue this command:
cob -xe ""

We get the following error message:
cob: can not execute as
cob: error(s) in assembling /var/tmp/cobBAAa11883/ldtab.s

Hi,

Can the user running the cob program write to /var/tmp?
