how do you set up local NTP server

I would configure /etc/ntp.conf and start the xntpd daemon. You should go find /usr/share/docs/NTP_Primer.txt and read it.
If it ain't broke, I can fix that.

Its already installed on every HP-UX release I remember. It would be helpful if you state your HP-UX release and machine type.

NTP is very generic and setting up the conf file to be a server can be found on http://www.ntp.org

You seem quite enthusiastic about ITRC and thats great but many of your questions have been asked before. A simple google search can find you the answers to many of your questions.

example: ntp configuraion hpux site:hp.com
That searches hp.com for docs on the subject of this post.
