openssh 3.8 source code configure error on 11.0

OpenSSL and zlib have been already installed, and when I do ./configure to openssh, got the following error, any idea? Please:

checking whether getpgrp takes no argument... yes
checking OpenSSL header version... not found
configure: error: OpenSSL version header not found.
