My understaning is that the 11.23 versions are comes with veritas foundation suite and file system with vm manager. Just by applying the lic i should be able to have the veritas enabled in the system. is that correct.thanks in advance

SolutionUnless I misunderstand, you are referring to an add in product that requires licensing.
What is installed with the OS is the base vxvm product from Veritas.
It permits you to mirror the rootvg and use vxvm for volume management.

Yes correct, the base version VXVM is included in the OS.

Base Vertitas Volume Manager 3.5 can be installed for free, as per the above link, For full fleged VxVm you have to bye the product from HP.
