Please help SP2-0642: SQL*Plus internal error state 2165

I've problem is starting sqlplus on hpux 11.11, though i've checked all environment variables correct.

It seems the os is not able to start any oracle command.

Please help.

Just because a developer accidentally delete all ".dat" files under $ORACLE_HOME.
