Usually this recomendation comes from the application developers/designers. For normal OS work and maintenance (without web based or other tools) java is not used.

Shalom,

There are serious security issues in older versions. Time zone files are regularly updated. I as an admin recommend the latest version of java be kept on systems.

You might need to make an exception for systems you develop code on to maintain consistency across systems.

Otherwise newer is almost always better.
