Problem while configuring SS7 SIU

Hi
We got an SS7 SIU with 2 interface cards(V.35), all these days we were using only one interface card, recently we tried to configure the other interface card, we found that the link is not coming up. can any one guide us how to configure the interface card. is there any way to find whether the card is faulty
