problem with the SMP parallel execution

We have a problem with the SMP parallel execution of LS-DYNA on our J-5600 HP-UX 11i 2 CPUs machine.

When we executed it with the option ncpu=2 then the following error message is displayed:
*** Error Request 2 threads but only 1 thread were actually created

Who I should change the settings on this machine to allow more than 1 thread?
