Problems with making depot CD

I try to use "mkisofs" and "cdrecord" to burn a depot CD. I'm using CDFS not the HFS approach. Everything looks fine except the timestamps of files on the CD are off 8 hours. The TZ of the machine burning CD and mounting CD are both EST5DST.
However, when I apply those 3 Rock Ridge related patches, then the timestamps are correct. Although I do not use RR to burn the CD.
Any one see this before?
