pty allocation with ssh

I am having a problem with pty's being allocated to people who have logged-off. I don't believe this was happening until ssh was starting to be used heavily. But I have never seen this before. No shell will be active out there, and there will be no active user processes (ps -ef |grep userid). But finger will show the username. Any help clearing these would be greatly appreciated!!!
