Re: Query on HP-ux Kernel Parameters
I don't have any 11i v2(11.23) systems handy.
1. I checked on my 11i v1 system and that item was not on the kmtune report. Therefore I must conclude that its not a tunable parameter on 11i v1.
Hope this helps.

Re: Query on HP-ux Kernel Parameters
Should be able to use sam to set those values.
Also from the command prompt you can use kmtune to list and to set values. I find sam easier to set them though. You can check out the man page for kmtune.
I can't verify the 11.23 questions you have. But those are pretty common unix kernel params, and I would be suprised if they weren't in 11.23.
I don't even see semma listed in the kernel params:
http://docs.hp.com/en/939/KCParms/KCparams.OverviewAll.html
I do see sema or semmap.

Re: Query on HP-ux Kernel Parameters
The tuneable maxusers has been obsoleted in 11i version 2. Maxusers was used to calculate default values for nclist, nfile, and ninode. Changing the value of maxusers in 11.23 will have no affect on any other tuneables.
There are no tuneables shmmns or semma.
