I am a new Admin and was wondering, would RCS be a good version control for our programmers to use for SQL queries? Also how do you setup the RCS?

Well that depends on what functionality you want in your version control software.
RCS works well, and in fact I use it for all my admin scripts, however it is not as feature rich as some other tools out there.
