Hello,
How can I dial into a HP-UX 10.20 WS for remote dialup access without SLIP,PPP?

You do it the really old fashioned way. You hand a modem off a serial port. You make an entry in /etc/initab to spawn a getty process. You then dialup via a terminal emulator program and you see 'Login'. The good news is that the modem setup can be done under SAM->Peripheral Devices->Terminals and Modems.
If it ain't broke, I can fix that.

hi,

Without SLIP or PPP you will not able use any
IP services using this dialup setup. Using
getty will give you only terminal access .
You can use UUCP program for basic services like File transfer and Mail transfer.

Using Kermit, I am unable to receive a login prompt on my Windows hyperterminal. The connection comes up with some junk on the Kermit screen and then drops the carrier.

Check you emulation setting on hyper term,

wyse60 or vt100 should work.
