I recall that there was sofware available on HP-UX to control resource usage.
Can someone point me in the rigth directon (name, location)?

Glance Plus - Performance monitoring and diagnostic tool providing immediate system information

PRM is a resource management tool that allows system administrators to fine-tune how resources are used on a server. This enables the administrator to ensure that critical applications and users get system resources in a timely manner.

While PRM can be used to control the resources that applications can use, you can use the acounting subsystem to check what resources effectively have been used on the system.
Accounting is included in HP-UX, but must be enabled. Check manpages for "runacct" to get a start.
