I installed openssh and openssl for
HP-UX 11.0 and I get this message when
trying any ssh commands.
# ssh admin1
PRNG is not seeded
# ssh-keygen -t dsa
PRNG is not seeded

Solution
Unfortunately, 11.0 doesn't have a /dev/random or /dev/urandom to seed the data from.
There is a open source utility named prngd that you can install that will use log files on your system to create random data.
You can download it from the porting and archiving center, but as you are on 11.0 you will have to build it from source: http://hpux.cs.utah.edu/hppd/hpux/Maths/Misc/prngd-0.9.29/
Also, I believe if you install HP's Secure Shell depot instead of OpenSSH you will not need such a daemon, as it will include all the necessary utilities. I'm not sure where you can get it from since 11.0 is out of service...

Last time that happened to me it was a sign the NIC card was getting ready to go.
You can't install the random number generator on 11.00 because its out of support and HP never offered that product on the platfform.
I'd run cstm/mstm or xstm and make sure the network card is healthy. /var/adm/syslog/syslog.log
