By the way Ralf, Gideon alredy gave you the link for 11.23. I think if it is possible for you to upgrade to 11.23 you should.

To find out the latest available revision for any version of HP-UX, see http://www.docs.hp.com/hpux/onlinedocs/diag/stm/stm_upd.htm#table

The SW Depot ID includes the HP-UX release string.

There was only one release of OnlineDiags for 11.23, B.32.00 released in June 2002. To get anything more recent you should first upgrade to HP-UX 11.23 (which, as others have pointed out, you should be planning to do anyway).
