system policy prohibits adding unknown host automatically!

We are talking about an HP-UX HPSIM 5.3 server trying to register an HP-UX 11.23 as a client with ssh access:
mxagentconfig -a -n coco.intra -o user -u root
Password: xxx
Failed to register as an agent to: coco.intraError: Configuration failed to complete due to the following exception:
Ssh Operation failed for node: coco.intra.The connection could not be established. Reason:system policy prohibits adding unknown host automatically! [Unknown cause]
Did anyone see this kind of error?
I have to mention that the ssh public key for root from the HPSIM server was added to authorized_keys on the client also for root user.
Any help please?
