telnet session open problem

Hi experts,
I was going through the thread: http://forums1.itrc.hp.com/service/forums/questionanswer.do?threadId=1048675

I have changed the Kernel paramateres so as to allow 100 users but still the number is not going past 60. Can anyone tell me which parameter need to be changed in addition to current ones?

Giving you the various parameters:
[root]/#kctune | grep pty
npty 100 100
nstrpty 100 100

[root]/#kctune | grep maxusers
No Output

[root]/#kctune nstrtel
Tunable Value Expression
nstrtel 100 100

[root]/#ls /dev/pts/t?|wc
60 60 720

Did you restart after changed kernel parameter?

Yes, I had restarted.
After doing restart only, these values got reflected by KCTUNE
