Telnet slow

Telnet over an ISDN link (64k) is very slow!(FTP runs with full speed over the same line.)
What could be the reason?

HP-UX: B.10.20 A
no problem

I heard somewhere.. probably here that its
normally due to nfs problems.. and that there
was an nfs upgrade available. Someone from HP
could verify this quicker than me.
