Hi,

tftp service can be enabled in /etc/inetd.conf, there is

# Before uncommenting the "tftp" entry below, please make sure
# that you have a "tftp" user in /etc/passwd. If you don't
# have one, please consult the tftpd(1M) manual entry for
# information about setting up this service.

#tftp dgram udp wait root /usr/lbin/tftpd tftpd

If you change this file then it is needed

# inetd -c

in order to re-read the /etc/inetd.conf file.

another important thing is to create a new anonymous user:

# useradd -m tftp

this will create /home directory too.
Then

# vipwd

and change /sbin/sh to /usr/bin/false.
In this way that user just can tftp and no telnet.
