The Name Server Daemon Fail

Hi I received following error

ERROR subsys:STREAMS Loc:0012324524 12:44:53 50259930 1 T:5321 82 tcp_bind bad state, -4.

the monitor bocome blur and scroll up with this error
and i rebooted already, but the question is ...why it happened??

and when i reboot hpux, the name server daemon fail

I try to restart that service, also no use, still the same error, the erro named is not executable

pls help me to solve this error
