Just in case it is hp-ux and the cd-rom is bootable, try
mount -r /dev/dsk/c11t2d0 /cdrom

this mounting command only works with an inserted cd ... whta do you want to read?
What is the result of 'ioscan -fnC disk'

mount -rv cdrfs /dev/cd0 /cdrom
HP-UX 11
mount -o rr,cdcase /dev/xxx
LINUX
mount -t iso9660 /dev/cdrom /cdrom
Tru64 UNIX
mount -r /dev/rz?c /cdrom
or
mount -r -t cdfs -o rrip /dev/rz?c /cdrom
where [?] is the CD-ROM SCSI ID (usually 4)
SGI IRIX
mount -t iso9660 -o ro /dev/cd0 /cdrom
Sun SOLARIS 2.6, 7, 8 and 9
without vold: mount -r -F hsfs /dev/cd0 /cdrom
