The average is always 100%. Why ?
I using HP-UX 11.00 64 Bit.

Have you compared it with that of sar -u and glance outputs?. What do you get from them?

The glance report is correct (Idle avg=23%). Only top is crazy and after running for few day.

Given its buggy output, TOP should be renamed as BOTTOM.
Top is not totally reliable. Use glance or sar to get the info you want.
