how can i modify the users users propertys (deactivate, activate, max failed
logins ect) on i trusted system without sam ?

"HP does not recommend that you use the undocumented calls in the '/usr/lbin'
directory.
Per /usr/share/doc/file_sys.txt, HP-UX 10.0 File System Layout White
Paper, section 2.2.3.12.6:
The /usr/lbin directory is intended for backends to commands in the /usr
hierarchy.
For example, /usr/lbin/modprpw is solely intended for use as a backend command
for commands that exist under /usr. As HP does not document this backend
command, HP reserves the right to change the interface
without further notice. Again, you should only use documented calls and
supported commands." -from HP Document ID A5906709
Also see Document Id A4054230 for what may be a related issue.
I was unable to locate those documents unless I did a search for "modprterm"
