VCE failed to start

I ran into a different kind of problem this morning. An appollo running HPUX10.20 lost power. When we powered it back up it cleaned the disks and went all the way through the boot process. When it went to fire up VCE the system would hang up when trying to bring it up. It never brought it up. Does anyone know why or how to fix this problem?
