I have vg00 and vg01. vg00 has some extra space that I would like to move to vg01. Can this be done without blowing away the logical volumes that currently exist in vg00? I imagine not, but just need confirmation.

You can't move part of a disk between volume groups.

verify the PV use with pv display ..
Check if you can make any PV free by moving PEs across PVs (not this will work only in same VG)
If you can make any PV free , then vgreduce the vg with that PV .
pvcreate and then add the PV to the VG u need using vgextned.
