Solution
1) Install the CDE runtime Env from the core O/S CD ..it includes both Xsever & CDE files.
2) As to your other problem : depends on the H/w & S/W involved but my guess is its either a hostname resolution problem or possibly fonts, if using a PC.
How to resolve : check in the /var/dt/Xerrors file together with $HOME/.dt/startlog for clues .... may be worth running dr_dt as well.
If using a PC Xemulation package check the error log file on the PC .... if it mentions font warnings/errors set up xfs on the hpux system and point the PC X S/w to use it. .... TIP : do a search on this forum for say "xfs fonts" ... it should lead you to some docs which go into more depth on how to setup xfs.

Re: X Windows
Well your PC is the Server and the HP 9000 is the Client when you access the CDE. Is CDE running on the HP-UX box, run level 3?
If you are using a emulator on your PC make sure that your settings are correct. Are they on the same network? Be more specific.

False sense of well being.
