Solution/etc/xinetd.d/talk
contains the configuration
for this service, and
usually it is disabled by the line 'disabled = yes'.
You can edit this line in '= no' and restart the xinetd deamon ($ service xinetd restart). I'm speaking about RedHat 7.3.
But I don't know if this is enough to get talk working properly.

"Connection refused" seems to indicate either that the remote end isn`t running
talkd, or that it`s running it via tcpd and hosts.allow isn`t
configured to permit you to access it.
Ensure that the lines:
talk dgram udp wait root /usr/sbin/tcpd in.talkd
ntalk dgram udp wait root /usr/sbin/tcpd in.talkd
are enabled in /etc/xinetd.conf, that as said xinetd/talk file is on 'no' for disable line, and that /etc/hosts.allow contains
in.talkd: ALL
(or your hostname or IP address in place of `ALL`).

Look on the original distribution cd, probably cd one.
When you find it rpm -i
At that point you can follow the instructions above and set this guy up.
Those are good instructions btw, exactly what I would post. if helpful please throw the other guys some points.
