How do i configure cbq (step by step implementation) for bandwidth control in RHEL5.

Cbq is old and you should use HTB. Look at:

http://sourceforge.net/projects/htbinit/

There are a lot of information you MUST read, you can't expect a step by step implementation.
Por que hacerlo dificil si es posible hacerlo facil? - Why do it the hard way, when you can do it the easy way?
