Clock: inserting leap second

Hi everyone,
I recieved this message on several 2.4.21-15.ELsmp machines (RHEL 3 update 2)
does anyone know what it means?

an NTP daemon detects a leap second announcement notifies its own operating system clock of the upcoming leap second.
The leap second was added.
