I have several linux servers , all server use mail.pl to send mail to our mail server , but now , a user report that he can't read the Chinese character on his desktop from one of these servers , I am not sure whether the language setting of this server is different ( maybe I make it different when installation ) , can advise what will be the reason of the problem ? thx.

Solution
The display of characters is always the responsibility of the end computer (at least it always has been in my world), and never that of the server holding the information.
I have a stripped-down file server on my home network that barely knows what a font is, much less what the different fonts are for every language, but I can read my English files from it and my wife can read her Chinese files without problems. We simply have the correct font sets installed and configured on the local boxes to handle it all.
Without seeing the desktop boxes in question, I have to think that it is most likely a simple matter of the sender of certain e-mail messages sending their e-mails in a font set that your end user does not currently have support for on their personal machine.
The only time I could see this being different would be if there was a font server involved, but if that were the case than ALL users would be having the same issues, not just one.
