Solution421 is too many users. From redhat, you'll often get this message.
Try a less used server, such as ftp://ftp.belnet.be/

Thanks! Sure enough that worked. Simple problem. I wasn't familiar with the error codes what they meant. I figured since I'm building a server and it was the first FTP attempt I made, something was wrong on my end. Thanks.
