It will depend whether you want to make a caching only dns or a forwarder etc etc

in most cases you don't need local DNS server at all. If you really need it, see RHEL manual:

http://www.redhat.com/docs/manuals/enterprise/RHEL-4-Manual/ref-guide/ch-bind.html
