inittab and TZ

Hi,
I have a program that is started from inittab and requires that the TZ variable be defined. For both my 10.2 and 11.0 machines, TZ is not defined for a process started from inittab. Is this "normal" for HP-UX? If so, is there a way to set it other than having the program itself do so via /etc/TIMEZONE? This code also runs on AIX and Solaris machines and for those machines TZ is set.
