There are 2 kinds of Windows emulations.
1 - You stay in a full Linux Environment, however you need to launch some few Windows programs. In this case, Wine is your friend (http://www.winehq.com). And Wine is 100% free of charge.
Some distributions (SuSE Desktop) include pre-installed versions of Wine.
On Red Hat 9, you can try to install it by yourself. But the self integration is not so easy.
If you prefer a completely integrated product to emulate most popular Windows programs under Linux, you may want to buy CodeWeavers CrossOver Office (http://www.codeweavers.com) around $74.
2 - You need a complete Windows graphical desktop inside Linux. In this case, you should purchase VMware Workstation (believe me : if you really need this functionality, it worth it !).
VMware wks is priced $199, however you can try it for 30 days to make sure...
