Could some one help me on this error
"Deferred: local mailer (/usr/bin/procmail) exited with EX_TE"

I imagine that the user procmail is attempting to deliver to is over his quotas.

If thats the case, I suggest you use the -t switch to procmail. From the man page:

-t Make procmail fail softly, i.e., if procmail cannot deliver the
mail to any of the destinations you gave, the mail will not
bounce, but will return to the mailqueue. Another delivery-
attempt will be made at some time in the future.
