I want to install Linux on Netserver LH3 (2xPII 400, Memory 1Ghz)
Does it support linux?
what is version that it support

As to what release, pretty much anything.
Depending on the purpose, you might want to go for one of the Enterprise level flavours of RH or Suse (all should work just fine). If it's not for anything that high-end, then RH8 or 9 would be fine.
The 'retired' compatability matrix (http://h20000.www2.hp.com/bizsupport/TechSupport/Document.jsp?objectID=lpn11940) state that it isn't certified, but I can tell you for certainty that they do work.

Check that the NIC card will work or get yourself one off the hardware list at Red Hat.
You can probably install the latest release. What I've found on similar speed hardware is the X graphics gui is a little sluggish. The extra CPU will help you a lot with that issue.
If it comes down that the graphics adapter won't work right, go with a text only install. That will improve performance and you can still do everything you need to do.

I suggest to use Suse distrubution. Is is very simple for the user who just started to use Linux.
