new user and root privileges

Hello,

I created new user "admin" with root as primary group and root as secondary group too, but when I try to modify any read-only file using admin user I can't (note that root user can do it).

Can any user belongs to root group (as primary and/or secondary) work as root user or there're some root privileges any other user has?

Ignore this question. I was just trying files where root group doesn't have write privileges.
