rsh/rsync

I am trying to setup rsync on my RH Linux9 server. I heard it uses rsh. Neither rsync or rsh can connect. I am missing something. I tried creating a .netrc file and I updated hosts.equiv. Still can't rsh...

# rsh rockfish
rockfish.ihs-inc.com: Connection refused

rsync defaults to ssh, I think, look into -e if that thing comes back again.
(disregard this post, too, I still need to
#include coffee.h and statically link later it on.)
yesterday I stood at the edge. Today I'm one step ahead.
