Why does my Tomcat's manager interface lose some elements?

I installed JDK 1.4 and started tomcat by /opt/hpws/tomcat/bin/startup.sh on ServerA. But the manager inteface loses some elecments such as 'Manager' and 'Upload a WAR file to install', see attachment tomcat_1.png. And I believe that tomcat_2.png is correct on ServerB.

How to config the tomcat to get the full manager interface?
