I assured her that she should not have to pay for a new OS. She did not know if it came with Win98, 2000 or XP. I need the additional purchase and PC documentation to make the determination myself.
If you know if it's the Seller or the Mfg, that will help if she does not have any of the additionally requested documentation.

SolutionThe Windows XP platform is/was originally shipped inlieu of the Recovery CD some time ago. The option for purchaser was to buy the CD from the Manufacturer (HP) at minimal cost. I believe around the amount of $20.00.
New XP platforms have a feature that enables them to copy their own Recovery CDs from a preinstalled program.
My Windows ME system came with recovery disks from SBC.
If they wish to install '98, they'll have to purchase off the shelf from the likes of Staples, etc.... I believe the same is true of ME and '95. HP does not support these platforms. They are completely discontinued in June of 2006 according to Microsoft.
