Server 2022 Standard ROK activation key

When I try to activeate: Error 0x800705B4

Purchased the ROK license with new HPE DL380 server. The COA liabel shows what I think is a partial license/rproduct key. the remaining portion looks to be hidden under what I thought was a scratch-off sticker. using my fingernail I tried to scrape, but it has damaged the COA sticker. And I can't read the product key.. Now what?

     Error may be due to network connectivity issue as well. 
     To get the your license again, please contact HPE Support.

Issue still not resolved. I was asked for an image of the COA label, which I provided, no further communications.

When I try to to create a case it ask for serial number or contract Id, when I enter MS windows server 2022 ROK kit details whic contains serial number and part number it says "This serial number cannot be found". 

What should be the next step.

          Are you trying to create a case in HPE ? If yes, please mention the serial number of HPE DL380 server.
