Volume control in msconfig start menu

I have a HP 8578c hardrive and i recently took away the option to have the main volume menu on my taskbar. I forgot what to click in the start menu in msconfig to get it back. Any help is appreciated. Also, my computer cannot find the Keyboard Manager so i can get the quick keys (the keys on the top of the HP keyboard) to work. What can i do to correct the problem?

my system has:
550 MHz
25.3 GB
dvd player
cd copier 8000
and the 8578c hardrive with win 98 and a p3. :)
