Win Server 2003 remote desktop slow for non admins

Hello, I am having a problem with regular users having trouble connecting to our HP server over RDP. It seems as if the user doesn't have admin rights it takes forever to load the pages or even connect sometimes. I myself, an admin, can connect in seconds, but other users cannot. I changed a regular user to have admin rights just to test my theory and they were able to connect just as quickly. Has anyone ever seen this happen? Thank you

The slowness isn't when the user is connected to their terminals. It is when they are trying to connect to the remote website. The site takes forever to load the Connect to... options.
