User Authentication Setup

Hi,

Does anyone know what it means then the "Authenticate - Maximum - Attempts" is set to a number, creating a lockout threshold, but the "Authenticate - Fail - Timeout" is set to 0 seconds? Assuming it would rely on the "Authenticate - Fail - Freeze", but this is turned off.
