so there IS already an existing .QMAN$JOURNAL;1 file. You now also have to check, if there is maybe an old journal file:
$ DIR SYS$SYSTEM:SYS$QUEUE_MANAGER.QMAN$*/DAT/SIZ
I've also found out, where you've 'copied' the initial OPCOM messages from - you shouldn't being doing something like this ! See http://forums11.itrc.hp.com/service/forums/questionanswer.do?threadId=1317838
If ANAL/ERR/INCL=DISK did not find any errors, there weren't any disk errors reported today. You may need to either try ANAL/ERR/SINCE to see if there were ANY errors reported today or you would have to use /SINCE=dd-mmm-yyyy to start analysis at an earlier date.

Error files are very large..so cound not write manually over here..
i have found some thing by doing so

I wouldn't trust your systemdisk....at all.
The reason is that "no such file" is reported on the journalfile.
The queuemanager found the file, but it din't exist on the disk, so it couldn't start
How many more ( important ) files are missing on your systemdisk ??
You can do a ANAL/DISK DKA0 to start with.

Are errors only logged against DKA0: ? Or also against PKA0 ? From your analysis, there appear to have not been any errors since 09-APR-2009...
As there is no file associated with the sys$queue_manager.qman$journal_old;1 directory entry anymore, you could try to delete or remove that entry. This may allow you to start the QUEUE_MANAGER again.
As others have said, a standalone backup of this disk is strongly recommended as a first step before further attempts to recover.

Is there more than one VMS system around ?
( Its possible to make a backup over a network )
If no tapestation, is there a disk with enough free space to hold an imagebackup ?
We need to know exactly what we have to work with here.....

Yes, there is a tape station, last backup was taken in 2006 from that... we have 2 more VMS stations but no one working.. only this is in working condition..
we have tapes with backup...but these backups are of other system which is not working condition now... can we overwrite these tapes...
when we put a tape into tapedrive.. it makes that tape bad by taking reel out of case...and make it unusable...can we make this tape drive working...
please help???

You have a possible broken tapedrive.
Could you supply the brand ? model ?
How is it connected ?

you need some on-site help by someone, who is sufficiently knowledgeable with VAX hardware and OpenVMS !
Trying to help you fix this problem in a forum like this is only a waste of time for everybody involved. Diagnosing and fixing obvious hardware problems most likely needs 'physical presence'...

How can we get help from onsite.. do you know somebody who has sufficient knowledge of these systems and can help us..
any contact of anybody.. if you know somebody in INDIA that would be great but if this is not getting fix then i can take help from onsite too at our expenses..

By on-site, Volker means a real person that is at the location where the hardware is, so that person can touch it.
This person needs to also have knowledge of VAX/VMS, and preferably V5.5.
Do you have a phone book? Look up HP and give them a call.
Can some of the ITRC members in India provide Yogesh a phone number for HP service?
In my opinion, at this point, any advice you get from forum is as likely to cause harm as help.
