First, is your system an Alpha or a VAX. In either event, are you sure that your installation kit has not been corrupted. Hint: take a look at the contents of the files in the installation kit. If you get any odd messages from BACKUP, the kit is corrupted.
A VMSINSTAL kit consists of a series of BACKUP Save Sets with names corresponding to the name of the Product, with suffixes of .A, .B, .C, etc. Each one can be examined with the BACKUP/LIST command separately to determine which files are contained in which save set.
On occasion, I have had to take apart a distribution kit by hand. It does not often happen, but it can be done. I would find it unusual that a kit could make it through QA with a missing file. More likely, the kit got damaged at some point.

The kit is missing files and has some bad logic in it, something about IA64 ;-). Watch for an ECO kit in the near future.

SolutionSince the FDFMS kit as well as HPFMS kit are VMSinstal style kits and also in this particular
case the kits are architecture specific, make sure you are using right kit.
I see in my collection

Our Alpha kit was probably copied from the lastest con dist. Our kit's savesets are the same size as yours, except for "B".

suggests that you were installing FMSFDV025 kit
which I think is a FMS runtime kit.
Whereas HPFMS025 stuff is the full version aka
development kit. And the error message should have been much rather

Where can we find the right kit for OpenVMS Alpha.

This HP FMS V2.5 Alpha Runtime-Kit
ECO1 kit is equal to the failing 2.5 kit with the addition of FDVSHR_TV.EXE and FDVSHR.IIF.
Supported on VMS 7.3-2 and 8.2.
