How to capture a dump of all lock control blocks (LCB's) held by the process ?

the term LCB inside OpenVMS is for Log Manager Log Control Blocks or IPC Link Control Block or for LATSYM control blocks...

Well,
Where did you get the term LCB from?
Are you refering to OpenVMS Locks and Resources or something else?
For locks, one typically uses ANALYZE/SYSTEM with SHOW PROC/LOCK and SHOW LOCK xxx and SHOW RESOURC/LOCK=xxx from there.

Programs can interogate lock information using SYS$GETLKI.
You may also want to check out AMDS as it as nice tools to help show lock problems.
