Mouse click does not work for USB mouse on Integrity OpenVMS RX2620 system

I have several OpenVMS Integrity RX2620 servers in our datacenter.

I am trying to create a new test system on identical hardware with the same configuration.  I have two servers that have a VGA monitor and USB keyboard and mouse running as the console and working as expected.

My test system is configured the same (as far as I know.  The monitor and keyboard work fine.  The mouse moves the pointer around the screen, but when I click, nothing happens.  I have tried two different HP mice, which is what I am using on the production systems that have a working mouse.

Does anybody have any idea what I can do to get the mouse working correctly?
