With all due respect, IMHO there is a better solution than the current behavior that you describe. I would not recommend the effort to fully re-tool the interface.

On the otehr hand, rejecting second attempt, rather than deleting the first pending job might yield a result that would be far easier to analyze when things go awry.

For example, an error code such as SS$_QMGRALREADYACTIVE on the attempt to create a second job would, IMHO be far clearer as to what is happening.
